Contractor Safety Initiative Report

A update on the EEI Contract Safety Initiative The report includes the adopted
Project “White Paper” or Scope document; Safety & Health Excellence Principles,
Model Contractor Safety Program Guidelines; and Process Flow Charts for both the
Host Company and Contractor. The overall objective of the initiative is to
assist in defining and aligning the industry’s expectations when it comes to
contractor safety management. This effort is expected to help bridge the gap
between utility safety expectations and contractor culture as well as creating a
better understanding of the expectation by both the contractor and utility on
the roles of both.
Mobile Crane Safety Program

DTE Energy relies heavily on the use of specialized trucks, service vans and
passenger vehicles to provide reliable delivery of power to its customers.
Government statistics show that motor vehicle accidents are a significant
contributor to OSHA recordable injuries across our industry and these figures
are borne out in DTE Energy’s workforce. DTE Energy has created a Fleet Safety
Initiative that will position our organization as an industry leader in the
effort to reduce the incidence of motor-vehicle related accidents through a
comprehensive program of risk assessment and training. This program will provide
web-based training to approximately 5,000 employees. Each employee affected by
the initiative will participate in at least two 15 – 20 minute courses annually
and may participate in additional training based on driving incidents. Employees
who are identified as high risk may also participate in instructor-led training
that includes on-the-road exercises and individual performance feedback. Through
the Fleet Safety Initiative, DTE Energy expects to realize a significant
reduction in motor-vehicle related OSHA recordable injuries and the costs
associated with health care, property damage and litigation.

EON-US, Energy Delivery serves 1.1 million customers in Kentucky and Virginia.
Our fleet consists of aerial lifts, digger derricks, vans, service body
vehicles, pickup trucks and utility vehicles. Our vehicles traveled more than 13
million miles last year. After seeing a rise in the number of incidents we began
a 3 year rotation training for all drivers in ED using the National Safety
Council's Coaching the Utility Driver program. Drivers involved in an at fault
MV incident or who have demonstrated through observation a need for retraining
are being sent through the Smith Defensive Driving class. We have a recognition
program of the higher risk period for our incident experience called the 90 day
stretch. During this time we send daily updates and tips to each operational
group to share.

The session will consist of an overview of office indoor environmental quality (IEQ)
issues and how to properly perform a meaningful evaluation of IEQ. We will
discuss when and how sampling should be performed, if at all, and review the
current thinking in the industrial hygiene community regarding mold and sampling
for mold.

Job Exposure Matrix for the Electric Utilities

Utilizing years of Industrial Hygiene, Health
Physics, and Environmental data, a job exposure matrix has been created to help
evaluate job/task-based risks. This exposure matrix assigns a classification per
each possible IH risk. This matrix will assist in organizing and highlighting
tasks and jobs that may require the most oversight and/or monitoring, and lets
management understand risk in an understandable format. The future goal of this
matrix is to be able to incorporate other companies data, and perhaps include
regulatory/liability issues as well.
